We are working with a small DoD focused government contractor based in Montgomergy County, MD and looking to add an HR Generalist to their team! This role is contract to hire and goes into the office on a hybrid schedule. GovCon experience required. Position Summary: The HR Generalist & Payroll Specialist is a key member of our People & Culture team, supporting all aspects of HR while managing biweekly payroll processes. This is a blended role with an HR Generalist emphasis, requiring someone who thrives in a fast-paced environment, understands the unique needs of a GovCon workforce, and can handle both strategic and tactical responsibilities. Key Responsibilities: Human Resources (Primary Focus): Serve as a point of contact for employee relations, benefits, onboarding, and offboarding. Ensure HR policies and procedures align with federal, state, and DoD-specific requirements. Coordinate new hire orientation and ensure completion of required compliance documentation. Administer benefits programs (health, dental, vision, 401(k), leave, etc.) and manage annual open enrollment. Maintain and update employee records in HRIS (e.g., ADP Workforce Now, Paycom, or equivalent). Assist with EEO, VETS-4212, and other compliance reporting. Support performance management processes, training coordination, and employee engagement initiatives. Partner with security and contracts teams to support cleared personnel and contract-specific HR needs. Payroll (Secondary Focus): Process biweekly payroll in accordance with DCAA-compliant timekeeping systems and internal controls. Coordinate with finance and accounting to ensure payroll accuracy and timely funding. Handle payroll audits and reporting for internal and external stakeholders. Ensure accurate tax withholdings, benefit deductions, and compliance with multi-state payroll laws. Maintain confidentiality and integrity of sensitive compensation data.
